End of life policy banner. Cant read it.

Can someone please tell me what this end of life banner is all about? Every time I try to click the link to read it nothing loads or happens. I'm pretty sure this affects me and would appreciate it if anyone who knows what's going on could kindly maybe paste it here so I can read it.
