Arlo Q is disabled but powered on and looks as if it is recording. The red night vision lights are on and the camera is hot but not streaming or recording according to my account! Is this normal? My other Arlo cameras do not do this!

The Q cameras operate significantly differently from the wireless cameras due to being powered. It's actually "recording" all the time - you're just not set to view it. The Q constantly streams and will turn on the IR illuminators when dark enough to allow that streaming to work in the dark. Have you noticed that you can sign up for CVR (continuous video recording)? You can actually watch the stream even when not detecting motion. If you don't have CVR, the stream continues but you will only have access to motion detected videos.
Short answer - it's normal.

See the little clock-looking icon next to the video count for the Q on the Cameras tab? Click that - it should step you throught the upgrade although whether it's available in any particular country could be an issue.
