Subscription plans in Guam and US territories

Whats the update on making CVR and other upgrades to the basic subscription plan available in Guam and other US territories like Puerto Rico? We are all part of the US but we can only avail of the basic plan here. And Guam has thousands of US military service members stationed here. Can Netgear please speed this up ten notches and make these upgrades available?
