Hi, I am trying to figure out how I can download footage from my timeline as I am paying for 24/7 cloud recording but can't find where I can download a certain snipet from the timeline.

CVR isn't directly downloadable. You have to watch the footage and use 3rd part screen capture software to store it locally.

My device has a Download function, why is it available if not functionable
Also, can you mention few 3rd party vendor apps that can work in conjuction with Arlo to download footage?

Your device has a download capability for recorded videos from the library. That's very different from downloading CVR which would take hundreds or thousands of gigabytes.
I happen to use a capability included with Roxio CD/DVD software. I understand that Windows 10 may have a built-in capability but I haven't explored that. I also believe that there's other free screen capture software but, again, I haven't explored that.
