There is a phone in my trusted device list that is not mine and I can't delete it. I assume because it has a check mark next to it. When editing under trusted devices the garbage can does not appear next to this device. I deleted the Arlo App and reinstalled, that phone is still listed and is check marked and I can't delete it.

The first step is to uncheck it.  Then you should be able to delete it.
