Does the Arlo Pro camera communicate to the base over WiFi or some proprietary network? WiFi is not listed as a requirement but I see mention of it online.

All of the wireless cameras need a dedicated WiFi network with a base station.  You can see the SSID but can't connect or manipulate this network.
