Any suggestions to fix issue.

My base is not being recognized by the app. message reads no arlo device found.  I have turn off and on, i have pressed the reset button and the message is the same. so frustrating. All the 3 lights are green

Is this a used base you are trying to install?

 

If the previous owner didn't remove it from their account, then you will not be able to add it to yours.

The fact that all 3 LEDs are green means the base is still in the original owners account. After it has been removed, the Camera LED will be off or solid amber.

Did you get this resolved? I'm having the same issue. I am the original owner and the VMB4000 base station is no longer visible.

Have you tried resetting the basestation as well as uninstalling and reinstalling the app?
