Arlo Base and cameras show offline but receiving notifications, so far did base power off/on no change.
No video, look like a software problem, system is bricked. Will an update from arlo fix the issue?

Have you rebooted your phone and reinstalled the app? Have you tried the web client on a computer browser (my.arlo.com)?

done all that, including on off , still receiving notifications

While a PITA, remove all devices from your account, reset the base by holding the reset button for >10 seconds until the LEDs flash amber, and start fresh. Add the base first and reconnect the cameras.
