VMB4000 Base Station Not Detected When Adding After Reset

I have a variety of Arlo stuff. Two VMB4000 base stations and one VMB3000. I did factory reset all of them. One of the two VMB4000's is not detected by the Arlo app when I try to add it back in for some reason. The other VMB4000 as well as the VMB3000 are detected just fine as I tested adding them in. I was just using the VMB4000 that is no longer detected prior to upgrading to a VMB5000 so there should be no issue with it.
Before factory resetting the VMB4000 in question, I removed all the cameras previously attached to it from the Arlo App as well as the VMB4000. Is there anything that can be done to help get my VMB4000 detectable again? The power and internet lights are green and the camera light is orange. I rebooted my router and that didn't seem to make a difference.
Is there some "token" that can be reset for me?

I had a similar problem a couple of years ago. After beating my head against a brick wall, I gave up and declared the base to be faulty.
