Put in new battery for my Pro camera and went solid blue for a second but not able to sync

Due to repeditive snowstorms in my region, I have an Arlo Pro camera that went down and I was finally able to get to the camera (up under eave) now that snow has melted. Been about a week or so that it's been inactive. Put in a fresh fully charged battery and the camera go solid blue for about a second. Was not able to get it to sync so I removed it from the app and tried to re-install. Still cannot get it to sync. Any suggestions would be appreciated.
