If you try to turn off a single camera, it may or may not stay off. 
Also if you turn off a camera on one device (iPhone) and login on another device 

( Ipad ) camera  shows to still be on.

Which version of iOS is the iPhone and iPad running? I was not able to replicate this issue from my iPhone 11 Pro Max to iPad Pro. Both running 13.6.1 

 

Both devices showed camera disabled when I switched the toggle off. Does this occur with all your devices on your account when you toggle them as Device Off?
