Is this a new installation (or camera location)?

One possibility is that the movement is gone before the camera wakes up/starts recording.

Another is thermals (wind) - they can sometimes cause a temperature differential.

Have you tried lowering the motion detection threshold?

Also, if your camera supports audio detection, make sure that is turned off.
