Then why can't I use my phone wireless. I can not use my (galaxy j36) phone

If you have an early model of J36, check your phone's OS. You need Android 5.0 (Lolipop) or higher for the app to properly operate. Arlo apps downloaded after last March no longer run on any Android OS below 5.0. If below try to update your OS. J36 wil support 5.1.
If you have a locked phone your carrier may not allow you to upgrade your system for your device, if the OS is the case. In those circumstances you are in a bind, that would require a new phone.
If you are running 5.0 or higher, try reinstalling the app.
