My friend has accepted an Arlo invite and set up an account but does not see the shared devices. My app shows they should have access to all my cameras and hub station, plus I granted administrative rights. We are using the same version of the Arlo Secure app. I have deleted them as a friend, re-added, and resent the invite. I have also rebooted my hub station. My friend's app still does not show the shared devices.

Here's what does matter:
The app supports two different user interfaces. One shows "Library" in the app menu, the other shows "Dashboard" and "Feed instead. Both accounts need to match in order for the friend feature to work. Since new accounts all use "Feed", I am thinking your account is using "Library".
Note this is not about the app version - the app has supported both user interfaces for over 2 years now. Whether you see "Feed" or "Library" depends on how Arlo has your account set up in their cloud.
You can migrate your account to use "Feed", but there are some downsides. If you use geofencing+scheduling, or have custom modes set up, then you probably shouldn't rush to migrate. Even if you don't use those particular features, there are a quite a few changes in "Feed".
If you do want to migrate anyway, the hack you can use is to go into "Add Device" and start to add a Pro 5s camera. You cannot finish that process without the camera. But it will migrate your account to "Feed" before you get stuck.
