We purchased the Arlo cameras + Netgear base in the US and brought it back with us to Israel, and we are unable to connect it to the Arlo application on our phones.
Can you please tell me if Arlo is comptiable for use outside of the US, specificily Israel.

You're not starting a new setup - you should just be logging in normally. Even if you had to start fresh, you would log in normally since you already have an account and use Add Device.
If nothing is working, reset the base using the reset button until the LEDs flash amber. While it's rebooting, remove all devices in Settings, My Devices. Now use the Add Device button on the Devices tab to add the base and sync the cameras.

One of the Netgear mod's would know for sure.... here's a list; http://arlo.com/en-us/countries.aspx
But, to the best of my knowledge, if you have internet service and are running 5 or less cameras ( basic (free) level ) it should run almost anywhere.
Are you getting the first and second led green on the base ( from left ) ?

The Netgear base station have 3 lights on.
The power light, internet light and camera light - all solid green

Ok... so it's connected to the internet and cameras are synced...
If possible try from a PC first... go to https://arlo.netgear.com/
test from there, if that works get the apps for android/ios .
when setting up on phone, you MUST be on the same wifi network as the arlo system...later it doesn't matter

AFAIK, the only issues with using Arlo in a different country are power considerations and wanting to upgrade your service level. The unit should work the same regardless of location.
Since the Internet LED is on, all seems well with the base. You specifically mention the app - have you tried a browser? Have you tried both WiFi and cell service?
