Hi,
I would like to set an event in Arlo using IFTTT.
It has to fire when Arlo is Armed or Disarmed.
This will enable me to turn on an additional infrared light to help Arlo in poor light conditions in the dark.
I can use an IFTTT compatible poweroutlet to turn on the lamp.
Also I would like to do the same with outdoor light.
In IFTTT I can choose between motion detected, audio detected and battery low.
Can it be done?

If IFTTT can trigger your additional light, then yes, it should be straightforward to create an applet (recipe) for when you are using armed mode. When Arlo is in Disarmed mode, it won't trigger anything but nor would you need additional IR light if it's not going to record anyway.
You may find Stringify more versatile. It incorporates all of the abilities of IFTTT but adds more options
