My home internet provider had to come out and replace my router. Arlo now says it is offline. How do I go about re-connecting base station to the new router?? Also, do I have to re-sync all of the cameras?

Follow the original setup... OR plug in the base to the new router and see if works ( it may just connect )
As to cameras , if the base has been turned off a while , yes.

I don't have the instruction manual from initially hooking them up. Is there a video on the website?

What are the LEDs on the base showing? Normally replacing the router isn't an issue - you just turn both the router and base off and then back on, in that order. You should then have 3 green LEDs - if not, give us details.
Syncing of the cameras comes later - maybe you need to do it, maybe you don't.
