How do I allow access to the microphone? won't allow two way conversation

For some reason I cannot use two way talk. When I push the microphone icon a message comes up saying "you must allow access to the microphone". How do I do that?

If on a phone, that would be in the permissions of the app ( phone settings/apps/etc )
