You need one base in each location. As long as you don't exceed 5 cameras total, you can remain on the free plan. The number of bases and locations has no bearing.

You need one base in each location. As long as you don't exceed 5 cameras total, you can remain on the free plan. The number of bases and locations has no bearing.
