Can't send downloaded clips through text on ios

Our system has worked great.  This morning I'm trying to text a downloaded clip from iphone and it will not send.  I've restarted phone and also tried sending through ios imessage on macbook. It says not delivered? Any suggestions would be appreciated.

I was not able to replicate this issue with iPhone 11 Pro Max & iOS 14.1  Please contact the Support Team to further investigate this issue. You will find several options for contacting support in the provided link. Arlo Tech Support
