After a recent power cut the base unit is showing offline in the app. The base unit has power and internet connectivity, but no cameras connected. Any help appreciated. Was hoping not to have to factory reset, but not sure of any other options now.

Did you try power-cycling the base station?

Yes have tried that and tried another network cable, but same. Base unit offline

It's possible that the power cut included a surge that damaged the base station.  What is the status of the LED(s) on the base station?

 

You could try resetting the base station, though if that works you will need to set everything up again.  https://kb.arlo.com/1057976/How-can-I-reset-my-Arlo-SmartHub-or-base-station-to-the-default-values
