The Camera Positioning Mode and the Motion Detection Test both indicate Busy for one of the cameras -- the other three work just fine.  I'm not able to turn off those settings.  Clicking anywhere around those areas does nothing.  The camera will not connect to Live Mode, nor will it record.  I have tried removing the device, and re-adding, and  I have swapped batteries with another device.

That sounds like a display issue, not camera. Have you tried logging out and back in as well as using both a computer browser and the app?

Try rebooting the iPad and reinstalling the app.
