We had an incident when we saw very bright lights shown on the property, yet Arlo cameras detected nothing. The lights came from a vehicle on the road--shown onto the property. Shouldn't the cameras (there are two directed toward road) have picked up something?

The motion detection range is about 25 feet.  Lights can sometimes trigger the cameras, but not always.

The cameras do sometimes detect motion on the road, which is about 50 feet away. But they are not consistent about detection. Is that because the motion is too far away?

Yes.  The cameras use a passive infrared (PIR) detector to sense motion - they are not using the video.
