Will the "Forsight" feature work using a Solar panel charger?

Will the "Forsight" feature work using a Solar panel charger?  or is using the indoor/Outdoor magnetic charging cable the only option?

No, it requires power from a USB charger.  The panels can trickle-charge the battery, but that's not enough to enable Foresight.
