I can’t add a new device. I logged out and back in. I updated the app.

Yes I am.  There is no add device button on the device tab.  I confirmed with my company that I have admin rights.

The Primary account will need to be used to onboard any new devices.

Just want to add that a "friend" account with admin rights is not enough.
