What have you tried and what do you see? Any error messages? What microSD card are you using? Is it at least 16GB?

I have a 116 GB SD card
I've wiped all devices and done a full system reset - I completely uninstalled and reinstalled the app from all my devices.
unable to activate Direct Storage Access - the feature added to SmartHub that allows you to download and watch recorded videos on your device from the direct storage in the arlo app

Have you rebooted the hub? Worst case, removing all devices from your account and starting fresh may be the solution.
A screenshot or two of what you see in the app when attempting to set up local recordings, along with a description of what you've tried there, may also be useful.

I’ve already done everything you suggested and also I will send you a screenshot of the apps direct storage setting. And the problems seems to be that the button doesn’t turn on when I press it.
