Is this literally every minute?  Or just a lot?

Do you have audio detection enabled?

Maybe first try putting a camera into a closet (or perhaps a closed box), and see if that continues.

The motion detection uses a passive infrared (PIR) sensor, and there are some locations when heat (including thermals in the wind) will set it off, even though there is no apparent motion.  You can change motion detection settings to control this, but I think it would be good to confirm that the cameras are working properly first.
