I just changed the battery to one Arlo 4 and now the picture is blurry. 
I tried a reset and remove and re-add it.

im not able to zoom in or out.

if I aim the unit to a window it shows light, but unable to focus.

Arlo cameras don't focus - they're fixed focus. It's possible that you smeared something on the lens or pushed on the lens causing it to be displaced.

Here is what I see through the camera.

Trying to adjust the view through my iPhone doesn't change the view.

I didn't touch the lens when I changed the battery.

Did you try to zoom out the picture?  It looks like it might be fully zoomed in.

Zooming in or out doesn't make any difference.
If I aim the camera towards a window, I can see a blur of light, but not able to adjust it to focus.

You could try a hardware reset:

  1. remove the camera from the account
  2. open the housing and press the sync button inside until the LED flashes amber (about 15 sec)
  3. add the camera back to your account
