Browse to my.arlo.com on a PC, log in, and then select "mode" at the top.
Do you see "Add a Mode" at the botom of the screen?

For starters, read the following as you create a custom mode with the rules as you need.

Once it's created and working as you wish, edit the schedule so that mode is active during your time period. You will need to split the schedule into 2 parts with the first from 12AM to 8AM and the second from 8PM to 11:59PM. You can't span days.
