I cannot upgrade my subscription to enable cloud-based recording. I live in Chile. What can I do?

Unfortunately Arlo Secure isn't available in Chile.  https://kb.arlo.com/000062249/Where-is-Arlo-Secure-available

One option is to get a smarthub (VMB4540 or VMB5000), and use direct access to local recording.  https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it  There are limitations, but it is free (once you purchase the smarthub).

One thing you could potentially try is deploying a VPN in your router that terminates in the US.  You'd need to create a new account (because your existing account is identified as being in Chile).  Then you might be able to get the subscription.  Not sure if that will work, but some have reported success doing that.

Once you have the subscription, I think the system will work properly w/o the VPN.
