After watching a lot of videos and reading trouble shooting posts they will not connect to 2.4 network. Printed out Pro 4 manual as well
I called provider and they set up a separate name and password for the 2.4 internet and still can't connect.
Get QR scanned and then just watch over and over searching for camera.

Try using a computer browser set to my.arlo.com. Does your SSID and/or password for the WiFi have any special characters or spaces in them? You may also want to try the camera reset procedure:
