I’m not able to locate my library when I access the Arlo app. I have the secure plan. Any suggestion?

Which user interface (UI) are you using - the old one that uses Library to view videos or the new one that uses Feed? The current apps support both UIs so it's not the app version that matters.
Also, are you trying to use cloud recordings or local ones on your hub? Do you have a subscription for the cameras? Which one?
