This began about 2-3 weeks ago I believe and it is driving me crazy.
We have an Arlo 4 Pro 3 camera system that was working perfectly fine. In the last little while I have started receiving a stream of alerts for the same motion event.
To describe - it we have one camera pointing at the cars in the driveway. When someone leave the house to get in the cars - I get like 10 alerts, spaced 2 to 3 seconds apart, until the car has left the driveway and all motion ceases.
It's insanity if I'm driving and can't grab my phone to silence the alerts.
I have removed the app and re-installed. I have set the cameras to record for a fixed time - 120 seconds instead of until motion stops. No effect. I thought there used to be a setting for dont send another alert for xxxx time but maybe I am misremembering.
My cameras (H4) are on firmware: 1.080.20.1_23_d50a19d
My base station (VMB4540r4) is on firmware: 1.21.1.0_1399_9611cf3
Android app version: 4.11.2_28633
My smart notification settings are
People On, Vehicles On, Animals Off, All other motion On.
The audio ones are all off.
Hopefully someone knows how to address this.

Weird. Although your recordings are set to a fixed time, what are the actual lengths? Would they be only a few seconds, causing the multiple notifications.
I'd start by removing the camera, reset and reinstall:

I will try to remove the camera and reinstall.
From this morning - it looks like 4 events in the library
7:56 14 seconds long
7:57 14 seconds long
7:57 42 second long
7:58 22 seconds long.
My phone went off like 10 times.

The above reset/reinstall should help. However, the short recordings may also be a clue since you're using timed recordings. The recording can be cut short if the signal has issues. Bring a camera indoors closer to your router or hub as a test to see if the issue goes away. What is you house construction?

It's brick - the base station if around 20 feet away inside. Wifi hub less than 15. Both the front door and driveway are doing the same thing. The front door has full wifi bars. The driveway has 2 of 3.
I will try the rest and see what happens. When I left at lunch today - it was one recording that lasted 34 seconds and I received 4 notifications while I was standing there. That's the cam with 3 bars.
This just started in the last couple of weeks.

Something I have also noticed is when you look at the devices - they dont show the most recent snap shot.
For example when i look at front door, it has a photo from 5 days and it says 5d ago - even thought there are tons of more recent triggers and videos in the library.

Brick construction is likely the issue - stone and stucco also cause problems due to density and the use of a mesh support for the material which blocks the signal. Try moving the hub away from your router. It may also be useful to consider using a WiFi or powerline extender that would allow you to position the hub more favorably for the connections, especially to problematic cameras.
I've had the old thumbnail issue at various times, too, but not (seemingly) recently. You can try force closing the app and flushing the app cache (only on Android) or reinstalling the app (again).

I removed all devices on the weekend from my account including the base station and readded them.
The issue seems to be resolved for now. Wifi strength is not the issue - all cameras report strong signal.
