I have 2 Arlo Pro 4 cameras both plugged in to take advantage of the 3 second lookback feature. There is a noticeable hiccup/flash in the playback which I am assuming takes place when the camera sense the motion. Is there any way to eliminate this? Here is an example

In this case it looks like the camera engaged low-light color and then immediately changed it's mind.
- Are you also seeing the hiccup/flash during daylight hours?
- Is low-light color turned on in the video settings for the camera?

There is a very slight hesitation during daylight hours but not as pronounced as night time. I have spotlight set to off, so no color, and night vision set to on

I'm not seeing a hesitation here. I am seeing that the exposure is being changed at 4.649 seconds. That setting is too dark (which is something Arlo should probably take a look at). It then gradually brightens over the next few seconds.
In the original (nighttime) recording, the exposure also abruptly changes at 4.313 seconds (and it looks like Nightvision is being briefly turned off at that point). Nightvision turns back on again at 4.926 seconds. This is clearly wrong behavior if low-light color vision is not enabled.
I'm using a tool called AVIdemux, which lets me see the individual frames - here are a couple of screenshots from the nighttime recording.

Low light settings Spotlight off, Night Vision on
If I turn Spotlight on, then I can see that Color is set to Off, Brightness 75% but I normally leave the Spotlight setting to Off.

Just for completeness, I saw the following behaviors that maybe should be looked at:
- The camera is resetting the exposure when motion is detected. The result in the daytime video sample is that the exposure becomes too dark at that point. It then gradually shifts back to the exposure before motion was detected. When foresight is active, the exposure is already correct, so the camera shouldn't change it when motion is detected.
- The camera is also turning off nightvision when motion is detected - even though the spotlight is set to stay off. Again, with foresight on, the camera should already be engaging/disengaging nightvision as appropriate when the lighting changes. So when foresight is active and the spotlight is turned off, the nightvision state shouldn't be changed.
(2) assumes that when the camera is powered that Nightvision will engage/disengage as appropriate - there's no easy way to tell if that's true or not, so maybe that should also be confirmed by the developers.

When the camera is in the failed state, have you tried to disarm and rearm the camera?
