In addition, does he still need the app? If not, just have him uninstall it.

Have you seen the notifications on his phone? Just wondering if he is really getting them, or if he is just saying that to create distress.

I haven’t seen them on his phone. But he says things like that’s a pretty pink dress you have on today. Or I saw your niece come over so that’s how I know he was truly getting them. Creepy!

Yeah, creepy.
If that still happens with everything migrated, then I'd make sure there are no other cameras on the property that you don't know about (might not be Arlo).
Also, if you haven't changed all your other passwords yet, then you should certainly do that. That includes your router admin password, and maybe also your wifi network password.
