Can I use these cameras without a constant connection to WiFi. I want for my RV and only have a mobile hotspot device for WiFi. Due to this I cannot always be connected to WiFi. Will the cameras still function and record without the connection? Thanks

Nope. Without WiFi, there's no way to record anything anyplace. You could use a thumb drive in the base/hub to record locally but you'd have to pull the drive to view videos on a computer.
