This is a corrupted bitstream - usually caused by loss on the camera->base or base->cloud links.

Are you ever seeing issues when live streaming?

What is the signal strength for the camera?

this camera is on my porch and shows 2 bars out of 3 for connection.  this is the only camera that i have issues with.  my backyard camera is about the same distance from my router and never has any problems.  most of the time i can not go live with this one.  the video bandwidth ranges from good to poor while the other 2 are steady at good.

i am guessing the base does not have any wifi it-self and uses the routers wifi to connect to the camera.

The Smart Hub does have it's own wifi and the camera connects to that so nothing to do with home wifi. You can bring the cam inside to see if the problem still occurs as StephenB suggested it is probably a connection issue.

That's likely due to a signal strength and/or quality issue. Try moving the camera to see if it improves.
