I currently have Arlo Pro 2, 4 camera system with base station for primary residence, will the Arlo Secure App support the Arlo Pro 3 Floodlight/Camera I purchased for another property I own with a different internet provider, if so how is it done within the app?

Do you have a base station for the second property?
Do you see "Library" in your app menu? Or do you instead see "Feed" and "Dashboard"?

First, you will need a hub in the second location for the camera. I suggest a VMB4540 smarthub.
You can then add the smarthub to your existing account, and then connect the new camera through the smarthub. The two hubs will have different and independent modes, so you can set up the two locations independently. If you use geofencing now, then you can continue to use it for the second location, making sure you set the correct location for the new base.
You will either need a subscription for the new camera, or you will need to use direct access to local storage via the smarthub. You don't need to decide that until after the trial subscription is about the expire. But if you are interested in local storage, you should set it up as part of the install, so you can experience how it works.
Eventually Arlo will migrate your account to "Feed", and when they do that you will need to set things up differently. But we can cross that bridge when you to come to it.
