My Smarthub will not recognize my device.(cell phone). My Hub is connected via ethernet cable to an AirCube Isp. Light on my SmartHub is solid blue.

No. The camera connects to the base over the closed wifi. The base is connected to your local network (and to the arlo cloud) over the ethernet connection to your router.
The app connects to the Arlo cloud - and when you are home, it can also connect to the base.

Not sure what you mean by "not recognize my device (cell phone)" Have you set up the system before or new system you are setting up? Can you see anything in the app? Have you tried viewing or setting it up on the web page my.arlo.com ? The solid blue light means you have an internet connection.

No, and that is by design. The phone should be connected to your home wifi network, not the base.
If you are having trouble on-boarding with the phone, then you could try using a PC browser (via my.arlo.com).

I wait about two minutes while it searches...It then says " No Arlo devices currently found".
That's as far as I get. My phone is connected to the wifi. But don't I need a connection to the base so that I can later review my camera etc? Maybe I'm losing it! Lol....

No. The camera connects to the base over the closed wifi. The base is connected to your local network (and to the arlo cloud) over the ethernet connection to your router.
