The base was turned off, but I was wondering if the cameras still recorded what happened during that time? Or do they always need base connection? The Wifi was up, but the base was not. The cameras are said to have a seperate USB (?) that can record for about 7 days and store it for later viewing? Is it still possible in my situation?

The base should always be turned on or the cameras will deplete the batteries trying to connect to the nonexistent base.

No, no recordings will have been made since the base has to be on so the videos can be sent to the servers and/or stored on the USB device.  If you don't want/need the system on, remove batteries or use the Disarmed mode. However, you still won't get recordings which requires the whole system to be up and working.
