I have VMB4000r3 purchased from costco. How do I turn-off IR illuminator LEDS ?
I don't see video settings option on my app as mentioned in below thread:

Your camera needs to be active, (turned on), for the Video Settings to show. If the camera is disabled, this section will not show up.

If you cannot find it in the app, log into the web application and follow the directions in the link you provided. The settings are there as described in the link.

I don't see "video settings" even on web application. My model is not listed under applicabel devices in the link i mentioned earlier. How to turn this off for VMB4000r3 ?

On your computer, open the program.
Choose:
"Devices"
choose the camera you want
"Settings"
Scroll down & see "Camera LED"
Choose On or Off
To turn on/off the Night vision:
"Devices"
Choose the camera
"Video settings"
Scroll down to see "Night Vision"
Choose On or Off
