VMB4000 cannot be reinstalled. Shows offline. Factory reset it 2 times.

Hi, I have a VBM 4000 that cannot be reinstalled. I have had it connected but then it lost contact with the app. It says the base station is offline.
I deleted it and my cameras from my account.
I have factory reset it 2 times.
I have several VBM 4000 and to check that there is nothing wrong with the router or internet I tried to connect it to one that works. I get 2 green lights but when I try to reinstall it again that app finds no Arlo devices.
What more can I do?

Have you tried holding the reset button until the LEDs flash amber? If nothing works, use the Contact Support link at the bottom here for hardware issues.
