Are Arlo 2 cameras functional at lower temperatures than -20 Celsius?

is it possible to install them in a heated enclosure?

Not really...at just about -4F (-20c) they will shut down.  Also if the temp is below 32F, you can't charge  the battery pack unless you warm it up.

yes it possible, but the front cover shouldn't be glass as most glass block IR which is how the detection works.... Some sort of plastic/plexiglass may work

A Q cam will work thru glass as it uses pixel based detection so that may be an option
