The outdoor adapter not only runs the camera but also charges the battery. Leaving the battery in does provide the ability to keep working when power is lost but then you also need a UPS for your modem, router and base so your network remains up.

However, the outdoor adapter has been recalled for safety reasons due to water getting past the seal. You can be refunded the purchase price but there's no official replacement yet. If you choose to keep using it, you're on your own.

And, eys, Netgear has stated that the batteries can'r be charged below 32F. No Li-ion battery can be safely charged below that temperature.

Which outdoor charger are you referring to?

The adapter that is designed for it to work outside.   Not the adapter that comes with the camera.

So is it recommended to use the outdoor adapter without the battery?  I was hoping by having the battery in the camera it would provided backup protection in case of a power outage.  Has Netgear confirmed that the battery shouldn't be charged at temperatures below 32 F?

Assuming you are using the Wasserstein outdoor charger, would not the following solution eliminate the temperature limitation of -4 degrees? Essentially, wrap the camera in the pad, then plug into the same outlet as the outdoor charger.
