My understanding is that in order to get the 3 second delay displaying is to have CVR. And to have CVR, you need continuous power. Most mention AC adaptors, but how about solar panel charge. Will that work?

No. CVR (a subscription) has nothing to do with the look back feature. Look back (3 second step back) automatically occurs if your camera is plugged in to 110AC. The solar panel is not enough to handle the continuous operation needed for look back.
