Pro 2 additional features available on Solar Panel or wall outlet only?

Can I only access the additional features (3 second playback, custom zones, continuous recording) by using a solar panel or do I have to be plugged into a wall outlet?

Only via AC power. The camera needs extra current to use those features and the solar panel only provides enough to charge the battery, not power it.
