I deleted a camera on my computer. then reinstalled it using the main computer that we used to set system up.  It came back on the main computer but now its not on mine.  I tryed to hit the plus to add but its grayed out and wont allow me.  I went back to the main computer and it says that i am an administrator.  By the way its grayed out on my computer as well.  what am i missing to let my other devices get the permission

Are you using different arlo accounts between the computers?

When you remove a camera from an account it will not extend the share to friend account automatically. You will need to cancel the friend sharing and then share the devices again and have them action the email invite again.
