Good morning, I am interested in buying Arlo Pro 2 5 camera system. I had a question about the cloud system I would prefer closed circut recording or at home in a hard drive. I do not know who has access to cloud server and who can access this data. If i put a camera in my bedroom, or anywhere inside my house for exmple who can see this video footage besides myself? How or is there even an option to have it set to only record at home with my hard drive??

All recordings are in the cloud, but you will be able to have additional local backup storage. The Pro base has 2 USB ports that can each connect up to 2TB external hard drives or flash drives. But, there is no option for local only storage without the cloud.
If you don't grant access to anyone, only you will have access to the videos. If you do grant access to your spouse and/or children, they will be able to see the videos.

While at some point someone has access (I had root access to all my users before I retired), the ability/need/desire/time to access the videos is well beyond mortal capabilities. For all we know, the videos are encrypted anyways so wouldn't be visible without your password.
It depends on your level of paranoia but it's basically a non-issue.
