I want to know 1st is it possible to have a 10 camera system and 2 is it possible to store locally with this system do i have to use the cloud for saved data? please help so i know if i would be able to use this system until internet gets upgraded in my area.

I believe your internet speed is adequate although Live Viewing could be a little slow. I answered the storage question in your other post.

Minimum UPload speed has always been set by Netgear at 1Mb...

But with the newer cameras that are 1080 ( like the Pro2 ), I would say double that for good operation

It's the upload speed that's most important. There are things you can do to maximize the capability such as reducing the video resolution that helps. How many cameras would you expect that could be recording at the same time? If only 1 or 2, there should be no problem.
