Arlo Pro 2
Is it possible to receive a warning message on my mobile when my Arlo Pro 2 gets offline ( due to power outage or lost internet connection).

Not via Arlo. You'd need to use some other hardware and/or software to do that.

Out of curiosity, is there a technical reason that Arlo can't do this? Smartthings pings my hub often and notifies me both power outages and any loss of internet connection to the hub. Also, similar to Arlo. they notify me if device batteries are low.
They also have a site where they report problems they are having by area kind of similar to the map you have been posting. The difference is that their engineering department acknowledges that they have a problem, that they are trying to resolve it and what areas of the world that may be affected by the interruptions in service.

Frankly, no. Netgear could implement this if they wished. It's only resources and cubic $$$.
